Background
Bulacan State University (BulSU) is one of the most respected educational institutions in the province of Bulacan and the entire country. It was officially established in 1904 as an intermediate school but was converted into a State
University in 1993 by virtue of Republic Act No. 7665.
To date, the University has five campuses located in the province of Bulacan. Its seven-hectare main campus is located in the City of Malolos, the capital of Bulacan. The external campuses are the Bustos Campus in the town of Bustos, the Sarmiento Campus in the City of San Jose Del Monte, the Meneses Campus in the town of Bulakan, and the Hagonoy Campus in Hagonoy.
The seven-ha. (7 ha.) main campus is located in the City of Malolos and was established in 1909. Former President Joseph Ejercito Estrada, through Proclamation No. 22, series of 1998, recognized the university as “[the] leading institution in the field of engineering and science and allied courses not only in Central Luzon area but in the entire country, and needs more space to build new facilities and school buildings to accommodate its annually increasing enrollment”.
Thus, a portion of the property of the Philippine Information Agency (PIA) was transferred to BulSU. Twenty-five (25) ha. land was given to BulSU, twenty (20) ha. will be utilized for the afore- mentioned purpose while the five (5) ha. is for the exclusive use of the propagation of the Philippine carabao.

On the other hand, the Provincial Government of Bulacan requested the transfer of the remaining area of PIA to serve as site of the proposed Bulacan Techno hub and Innovation Center that will benefit the economic, educational and agro-industrial sectors of the province and other nearby provinces (Figure 2). This was granted by former President Benigno Simeon C. Aquino through Proclamation No. 832, series of 2014. The PIA lot is now divided into the use of the following
agencies of government: (1) BulSU; (2) Provincial Government of Bulacan; and (3) PIA.
BREAKING NEW GROUND
With its vision as “a progressive knowledge-generating institution globally recognized for excellent instruction, pioneering research, and responsive community engagements”, BulSU intends to develop Bulacan State University BLITS Park in the 25-hectare land beside its main campus in Malolos across Diversion road. Further in its continuing pursuit of academic excellence, operational efficiency and environmental responsibility, BulSU tapped the services of Berkman International, Inc. (BII) to undertake the preparation of the Master Development Plan of the twenty-five (25) hectare land of Bulacan State University BLITS Park in Malolos, Bulacan.
Several colleges were identified by BulSU and recommended to be relocated in BLITS Park. These are: (1) College of Architecture and Fine Arts (CAFA); (2) College of Engineering (COE) and its laboratories; (3) College of Arts and Letters (CAL); and (4) College of Physical Education, Recreation, and Sports (COPERS).

The City of Malolos is situated about 42 km northeast of Manila.
Easily accessible to all types of vehicle through the two major transportation arteries namely, North Luzon Expressway and MacArthur Highway.
FINANCING STRATEGY
BulSU has basically two options to pursue in the development of campus 2: (1) implementation through traditional procurement arrangements; or (2) implementation through Public-Private-Partnership arrangements.
PPP is a way that government can engage private partners to develop urban infrastructure — facilities — and related services. Common features of the various forms of PPPs include risk allocation, enforceable contracts, payment of the private partners and the role and responsibility of the public partner.
PPPs are about sharing and mitigating risks and providing value for money. They are partnerships between the public sector and the private sector for the purpose of delivering infrastructure and/or services traditionally provided by the public sector. PPPs are a subset of the spectrum of private sector involvement in the provision of public infrastructure, ranging from short-term service provision contracts to full divestiture.
Under this arrangement, the master development plan for Campus 2 is financed and implemented through the traditional procurement method (i.e., through budgetary allocation, internally generated funds, loans from GFIs, donations, or any combination of these). Under the traditional procurement method, the project entity (BulSU) finances the development of Campus 2 using the usual sources of funds for capital expenditures and undertakes the procurement of the civil works contractor following the guidelines and procedures as stipulated under the government procurement law.

The BulSU Leasable Space (in light red color) is adjacent to Provincial Government Property – For Lease. An entrance gate and easy access road are provided that heads towards the MacArthur Highway.
The 10-hectare land is ideal for business/commercial development.
